Mot du président

À l’aube de cette rentrée parlementaire, c’est encore une année chargée qui s’annonce. Les élections américaines de novembre font planer une ombre d’incertitude. Les élections fédérales pourraient arriver plus tôt que tard. Ce sera une belle opportunité de sensibiliser les politiciens aux enjeux qui frappent de plein fouet les aînés. La crise du logement, la hausse du coût de la vie, vieillir dans la dignité sont tant de dossiers qui nous touchent tout particulièrement. Notre association prépare des sorties pour défendre vos droits et vos intérêts cet automne.

Pétition pour un ministère des Aînés

L'AQDR a déposé cette pétition à l'Assemblée nationale pour pousser le gouvernement du Québec à créer un ministère des Aînés avec un portefeuille et pour centraliser les services pour cette partie de la population que nous représentons.

Pétitions fédérales afin que cesse la pauvreté des personnes aînées vulnérables

Lancée le 17 mai 2024 par Ken Hardie, député libéral de la Colombie-Britannique, cette pétition demande d’augmenter le revenu de base des aînés i.e. du Supplément de revenu garanti (SRG) pour qu’il soit supérieur au seuil de pauvreté. Celui-ci est présentement établi à 23 513 $.

Cette pétition est ouverte jusqu’au 14 septembre et plusieurs résidents du Québec l’ont déjà signée.

La deuxième pétition lancée le 5 juillet 2024, par Andréanne Larouche, députée du Bloc québécois, concerne justement le projet de loi C-319 mentionné précédemment et demande de corriger une injustice en accordant l’augmentant de 10 % la pension de sécurité de vieillesse à partir de 65 ans au lieu de 75 ans; le deuxième volet du projet de loi consiste à augmenter de 5 000 $ à 6 500 $ l’exemption de revenu d’emploi et de travail des aînés moins nantis sans diminuer le SRG qu’ils reçoivent.

Cette pétition est ouverte jusqu’au 3 octobre et les signataires sont du Québec à 97 %.

Pour l’AQDR, il est difficile de comprendre que le gouvernement fédéral ne reconnaît pas qu’il a lui-même créé deux classes de retraités. Il a le pouvoir d’agir.

Loi sur les renseignements de santé et de services sociaux

Depuis le premier juillet 2024, une nouvelle loi est en vigueur et en principe, les Québécois n'auront plus à répéter leur historique médical à chaque visite dans un établissement de santé.

Ce changement important permettra une circulation plus fluide des renseignements au sein du réseau de la santé et qui seront bien protégés.

Rappelons que cette loi vise à permettre, notamment:

Chaque citoyenne et citoyen pourra non seulement consulter ses propres renseignements, mais aussi savoir qui les a consultés, sans avoir à répéter son histoire;

aux gestionnaires de faciliter la prise de décision et un meilleur partage de l'information;

aux chercheuses et chercheurs d'utiliser des données concernant la santé, avec le consentement des patientes et patients. Ceci permettra l’avancement des connaissances et des technologies pour des activités de recherche.

Information sur la Loi concernant les soins de fin de vie

« L’Association québécoise pour le droit de mourir dans la dignité (AQDMD) a mis en place une série d'actions de mobilisation sociale pour permettre l’application de la loi québécoise sur les demandes anticipées d’aide médicale à mourir.

Un peu de contexte : en juin 2023, l’Assemblée nationale du Québec a adopté le projet de loi 11 et modifié sa Loi sur les soins de fin de vie. Cette loi rend possible les demandes anticipées, qui permettent aux personnes touchées par une maladie neurodégénérative cognitive (comme l’Alzheimer), de demander à recevoir l'aide médicale à mourir lorsqu’elles seront devenues inaptes. Cette loi est une immense victoire pour les patients concernés et leur entourage.

Par ailleurs, le Code criminel fédéral n’autorise pas encore les demandes anticipées. Or, cela rend la loi québécoise inapplicable: les soignants qui offrent l'aide médicale à mourir au Québec s’exposeront à des poursuites judiciaires faute d’harmonisation du Code criminel canadien. »

Le 14 août dernier, le gouvernement Legault autorisera les demandes anticipées dès cet automne. Bref, un bras de fer se dessine à cet égard entre les deux niveaux de gouvernement. L’AQDMD vous invite à les soutenir en écrivant à votre député. Un outil est disponible sur leur site web qui est très facile à utiliser. Une foule d'informations sur les soins de fin de vie et autres est également offerte.

Grande mobilisation pour les aîné·e·s le 1er octobre

La grande marche « Agissons ensemble pour le mieux-être des aîné·e·s » organisée par le Mouvement HABITATS revient pour sa quatrième édition cette année. Présentée par Un et un font mille et la Fondation AGES, elle se tiendra simultanément à Montréal et à Québec le mardi 1er octobre 2024, dans le cadre de la Journée internationale des personnes aînées. Environ 1 000 personnes sont attendues.
